Where does one hostile environment end, and another begin?

In this session, we’ll take a closer look at hostile environments under Title VI. In educational settings, harassment is not always limited to a single, overt incident. More often, it develops over time through repeated or persistent conduct, whether verbal, nonverbal, or physical.

We’ll explore how to identify patterns of behavior, effectively document concerns, and respond promptly to address both immediate harm and the broader impact on the learning environment. Additionally, we’ll discuss proactive measures to prevent escalation of behaviors that could create a hostile climate.

Each VIewpoints session is a discussion-based forum to share questions and challenges, helping practitioners create safer, more supportive spaces. We encourage you to share your experiences in recognizing and addressing the cumulative effects of harmful behavior.
